Hala has spent decades advancing community development, affordable housing, and finance through work in mortgage origination, housing counseling, program development, and affordable housing finance. She began as a housing counselor at NHS of NYC, helping underserved families build credit, save, avoid foreclosure, and achieve homeownership. In 2002, she joined Citi Community Development, where she developed affordable mortgage products and later led the Office of Inclusive Housing, expanding homeownership opportunities for LMI families through shared equity, land trusts, land banking, and community stabilization efforts. More recently, she served as a Fuse Executive Fellow with Austin Housing Finance Corporation, led a small CDFI, founded the Texas CDFI Coalition in 2023, completed a Lincoln Institute Vibrant Communities Fellowship in 2025, and serves on the boards of Grounded Solutions Network, Shelterforce, and Homes for the Future.
